SAP has always tried to share its considerable learning both within
the homelessness sector and beyond.
The present audit methodology is the result of several years work by
our members. It is hoped that this toolkit will:
- Encourage the growth of peer auditing schemes leading to improved
services amongst numerous other benefits.
- Save interested agencies valuable time and help ensure that their
peer audits are as effective as possible.
- Allow agencies to better prepare for Supporting People reviews
and validation visits.
- Provide useful tools such as examples of client questionnaires
or guidance on quality interviewing techniques, that can be downloaded
and adapted on a selective basis.
Our toolkit includes:
- our adapted NHF Framework for Housing with Support
that is the main audit tool
- tools used for training auditors in quality auditing
and report writing techniques e.g. examination of pros and cons of
different sources of evidence, the "Dos and Don'ts" of auditing
and practical exercises
- tools for use when auditors are "on site" gathering
evidence of actual performance e.g. client questionnaires, semi-structured
client IV format
- policies and guidance documents used to ensure roles
and responsibilities are clear between all involved e.g. Confidentiality
protocol, Auditor person specification, Expectations of service providers
and auditors
Documents are not "write protected" to allow
you to adapt them to better suit your own purposes though we ask that

The Service Audit Partnership
(SAP) is a mutual auditing scheme which aims to improve the quality
and safety of projects for homeless people via a programme of peer
audits and other activities.
